An ordinance aimed at getting more vacant houses occupied was singed on Wednesday.
New Castle County Executive Marcus Henry signed Ordinance #25-046 at a ceremony at a home in the New Castle that vacant for a long period but has since been purchased by a local builder.
The ordinance sponsored by Councilman John Cartier increases existing vacant registration fees, requires placards to be installed on unsafe, vacant premises, and requires an inspection of vacant premises when the building has been vacant for 5 consecutive years.
The ordinance, while also bringing in additional revenue to the county, will address concerns about blight, public safety and related issues.
New Castle, like the state's other two counties is facing a shortage of housing. At the same time, vacant homes can lead to the decline of neighborhoods and discourage buyers who would renovate the properties.
Another issue is the state's high real estate transfer tax which is paid by the buyer and seller. That makes renovating and selling a house "flipping" riskier for
