The new annual AFV registration fee was approved by the General Assembly after DelDOT reported a shortfall in transportation funding, due in part to the popularity of battery-electric vehicles and hybrids that consume less fuel or run off batteries. The measure had been billed as an alternative to paying the gas tax for electric vehicles and came with little mention of hybrids. DelDOT also cited the heavier weights of hybrids and EVS as another reason for the fees.

The Delaware Department of Transportation's Division of Motor Vehicles is sending out notices about upcoming fees that may come as a surprise for drivers of hybrid vehicles.
The new alternative fuel vehicles registration fees become effective on Oct. 1. Owners will receive their registration fee invoice via mail and/or email with payment due by Nov. 1. In the future, the fee will be added to current $40 a year registration charge.

Annual fees will range from $60 for lighter weight non plug-in hybrids to $110 for an EV.
